These changes are established by the Presidential Decree of the Republic of Uzbekistan No. PF-246 dated December 10, 2025, aimed at promoting cashless payments and reducing the shadow economy.

According to the document, mandatory cashless payments will apply to:

• payment for government services
• utility payments
• purchases of alcohol and tobacco products
• purchase of vehicles and real estate
• transactions exceeding UZS 25 million
• other operations as prescribed by applicable law
